Democratic Political System

A crucial cause of separatism is the feeling among the people of different provinces that they have not been accorded due representation in political institutions, administration and other federal services.

Representation is the living force of voluntary cohesion and there is no substitute for a democratic political system. The people of provinces are within their right to claim also a proportionate representation on all types of federal services.

The best way of satisfying the aspiration of the provinces is to define the powers of the Centre and leave the residuary powers to the provinces, and simultaneously enhance the rule of the judiciary to protect the jurisdiction of both the federation and the federating units instead of allowing federation to sit on the judgment on the provinces.
