Ghulam Ishaque Khan’s Era 1988-1993

Ghulam Ishaque Khan, former bureaucrat, continued his political innings as Pakistan’s financial gate keeper and controller of its purse strings. With the formation of political government of Junejo and re-installations of Senate he was promoted as chairman of Senate of Pakistan.

He could not enjoy more powers but he held a very important position in the government. He was second in row of the highest slot of the Government of Pakistan. Thus, on the death of Zia, he assumed as the acting President of Pakistan.

He conducted fair and free elections in November 1988 in which Benazir Bhutto’s Pakistan Peoples Party emerged as a largest party but not a majority party. Under the restored constitution of 1973, the President had power to appoint from amongst the members of National Assembly, a Prime Minister.
