The Assembly

It consisted of the representatives of all the member-States of the League. Every member-State sent three delegates to it, but it had only one vote. The Assembly held its meetings once a year, in September every year. A resolution or decision of the Assembly required a unanimous vote of all the members present.

The Assembly had the power to deal with everything within the authority of the League of Nations. It supervised the work of all other organs and Committees of the League. But its powers and functions were mainly advisory. It was, therefore, no more powerful than a college debating society.

It was, however, an important thing that the Statesmen and leaders of the States of the world expressed their opinions on important matters confronting their countries and the world. In this sense the Assembly was a useful international forum. It was a source of forming world public opinion.
