During his regime political activities were restricted. As the result of these restrictions a vacuum of communication between political parties and public was created which proved fatal. In the second step General Zia created controversies, pitched brother against brother, Shias against Sunnis, Muhajirs against Pathans, Sindhis, Punjabis and vice versa. He totally fragmented the society. Political dissenters were pilloried, jailed, hanged, persecuted and prosecuted.
