The economic growth in Pakistan became stagnate due to the application of Annual Planning in Pakistan by Peoples Party Government during the period of 1970-78 therefore, the Marshall Law Government drafted the Fifth Five Year Plan in 1977 and it was implemented in very difficult and unfavourable condition because:

a. Commodity Production sector had turned into completely a stagnant sector.

Size Of The Plan:

The size of Fifth Five Year Plan was fixed at Rs. 210.17 billion out of Rs. 148.17 billion were allocated to the public and Rs. 62 billion were allocated for the private sector.
