1. The provinces will be constituted in 3, groups as under:
a) Muslim majority provinces.
b) Hindu majority provinces, and
c) Asaam and Bengal.
2. Foreign affairs defence and communication will rest with the center.
3. The proportion of minorities was decided in center. No law will be pass so long it will not be sanctioned by the majority of minorities.
4. After 10 years, any provinces will be permitted to make it free from center if desired.
A funny and novel plan presented by this mission in form of dividing South Asia into 3 groups. Indian National Congress refused this plan because there was sense of division of India in form of right to form provincial government and their separate constitution while Muslim League was pleased that there was reflection of Pakistan in this plan but Muslim League also refused this plan
